Overview

Skills Development Providers (SDPs) are an important stakeholder and partner in the skills development value chain. Employers and learners depend on the availability of accredited skills development providers for access to skills development training.



Moreover, the Services SETA relies on these accredited skills development providers to implement learning programmes. For this reason, skills development providers are encouraged to apply for accreditation against the sector’s registered occupational qualifications.


Occupational Qualifications

The landscape of skills development is changing from historically registered qualifications to occupationally directed qualifications. For its part, the Services SETA is progressively developing, and where applicable, realigning historically registered qualifications into occupational qualifications. SAQA has registered 31 occupational qualifications for the sector as of 31 January 2023. The list will be updated as new occupational qualifications are registered. Skills Development Providers Accreditation

The Services SETA stopped accepting applications for Skills Development Providers (SDPs) accreditation against all historically registered qualifications as of 1 September 2022, as these qualifications expire in June 2023. However, accreditation applications received by 31 August 2022 will still be processed. Accredited SDPs have until 30 June 2024 to enrol learners in historical qualifications.Given the above, the focus is now firmly on occupational qualifications.


SDPs are encouraged to apply for accreditation against registered occupational qualifications, through the Quality Council for Trades and Occupations (QCTO) is responsible for the accreditation of Skills Development Providers (SDPs) to offer programmes and qualifications that fall under the Occupational Qualifications.



Assessment Centres Accreditation

Assessment and certification of learners enrolled in occupational qualifications occurs through a new process known as External Integrated Summative Assessment (EISA). EISA is conducted through accredited Assessment Centres. Assessment Centre accreditation is occupational qualification specific. This means that SDPs and other entities wishing to be accredited as assessment centres should apply for each occupational qualification they wish to assess.The process for Assessment Centre accreditation is similar to that of SDP accreditation. Entities wishing to apply for accreditation as Assessment Centres should visit the website of the Quality Council for Trades and Occupations (QCTO) and apply for accreditation.


Subject Matter Experts Database Registration

Implementation of occupational qualifications is supported by Subject Matter Experts (Facilitators, Assessors, Moderators, and workplace Mentors) in respect of Skills Development Providers. Subject Matter Experts have to ensure that they meet the requirements of each occupational qualification they are involved with. For this reason, the Services SETA is compiling a database of Subject Matter Experts for each of the sector’s registered occupational qualifications.Assessment Centres require the support of Assessors and Invigilators.



These must also meet the requirements for registration on the database of Subject Matter Experts. Prospective SMEs must consult the curriculum document of each occupational qualification they wish to be involved with before applying for the registration on the database. Subject Matter Experts are encouraged to apply for registration by sending an e-mail to: SMEregistrations@serviceseta.org.za.


Call for Applications: Subject Matter Experts

The Services Sector Education and Training Authority (Services SETA) invites applications from qualified and experienced individuals to form a panel of Subject Matter Experts (SMEs) to support our Quality Assurance functions over a period of three years.


Key Responsibilities:

  • Conduct site visits for Skills Development Provider accreditation applications.

  • Evaluate Assessment Centre accreditation applications.

  • Monitor accredited Skills Development Providers with learner enrolments.

  • Moderate learner achievements for occupational qualifications post-assessments.



Eligibility Criteria:

  • Bachelor’s degree or National diploma (360 credits and above) in relevant fields.

  • A minimum of 5 years experience in skills development or working with a SETA.

  • Understanding of the accreditation process and quality assurance practices.

  • South African citizenship or valid work permit.


Application Process:

  • Submit a motivation letter (max 3 pages).

The services sector ranks amongst the largest sectors in our economy and offers a wide range of career options. The scope of careers in this sector spans across services targeted at businesses and private individuals. From large financial services and consulting companies, to hair salons. An indication of the breath of economic activity that occurs within this sector.


It is with this in mind that the Department of Higher Education and Training (DHET) sought to split these sectors across various SETAs. As such, some services qualifications and occupations fall within the Banking, Insurance and Social Services SETAs. All other services that fall outside the scope of the above-mentioned sectors, fall within the Services SETA mandate.

We have created a learner portal to help collect information about potential learners looking for opportunities to receive training. Being on the learner portal helps employers and training providers locate you when they are looking for learners. The information on the learner portal will be shared with employers, training providers and partners offering Services SETA funded programmes.

 



What is the Services SETA Learner Portal?

The Services SETA learner portal lets you manage your profile directly with the Services SETA as a potential learner looking for opportunities in training programmes funded by the Services SETA. The following is what you can do on the learner portal.

  • Create your profile

  • View and edit your personal and contact details

  • Subscribe to receive notices and communication from the Services SETA


How Does it Work?

If you would like your information to be passed on to Training Providers, Employers and institutions that offer training and education opportunities, you will need to register online to create your account. Complete the registration process by entering the following details:1. Username – this can be any name of your choice.2. Password – any password of your choice that is safe and secure.3. Email – your personal email address which the Services SETA will use to communicate with you.4. ID number – Your SA ID number, as it appears on your SA ID document


Having completed this process, your information will be kept by the Services SETA’s Project Coordination Unit and used when opportunities become available.Please ensure that your details are always up-to-date.

What Should I Know

What You Need to Know – Duties and Rights

Once you’ve been enrolled in a learning programme as a leaner, you need to understand your responsibilities and duties. Learner agreements with employers are guided by the Skills Development Act, Basic Conditions of Employment Act and the Unemployment Insurance Act – these acts prescribe the responsibilities of leaners and employers engaged in a learning programme.


Any person – be they employed or unemployed – can participate in a learning programme. If employed, you can register for a learnership through your company or within the sector that your company operates in. If you are unemployed, you may register for placement via the Services SETA learner portal or through a Services SETA accredited provider in your area.


The Learner Has the Right to:

  • Receive an induction to the workplace-based learning programme;

  • Be educated and trained under the workplace-based learning programme;

  • Access to the required resources for all required curriculum components of the work-based learning programme;

  • Be assessed internally as specified and have access to the assessment results of the workplace-based learning programme;

  • Have access to final external summative assessments as specified in the assessment specification;

  • If successful, be awarded a certificate of competence by the relevant body;

  • In the case of an unemployed learner, receive the agreed workplace-based learning programme allowance for the duration of the learning programme

  • Raise grievances in writing with the SETA concerning any shortcomings in the quality of the education and training under the workplace-based learning programme.



The Learner Must:

  • Carry out all related work experience activities specified in the workplace-based learning programme;

  • Comply with the employer’s workplace policies and procedures;

  • Be available for, and participate in, all knowledge, practical skills and work experience activities required by the workplace-based learning programme;

  • Complete timesheets and projects, and participate in all internal assessment activities that are required for the final external summative assessment at the end of the workplace-based learning programme;

  • Be available for the final external summative assessment of occupational competence on the date and place scheduled.

 

Unemployment Insurance Fund

Learners undergoing a learning programme and receive a stipend are entitled to unemployment insurance benefits. This means that a total contribution of 2% of the stipend amount will be deducted from the learner stipend (1% will be paid for by the learners, while the other 1% is the employer’s responsibility)



Search Accredited SDPs

Accreditation is granted to a skills development provider following a quality assurance process that demonstrates the quality of training offered by that training provider.

There are several reasons a company or a learner would want to use an accredited training provider for skills development requirements, among which are;

  • You can be assured that the quality of training you will receive is of a high standard and that the training provider is not a fly-by-night institution.

  • You can be assured that the courses offered are SETA approved, therefore the training programmes provided are according to the standards set out in the relevant National Qualifications Framework (NQF) legislation

  • When completing your BEE scorecard, you can claim points against your training expenditure

  • It is one of the qualifying criteria for SETA grants and SARS tax rebates

  • A qualification obtained from an accredited service provider is a recognised qualification
